Yes, I think using IC card is a cost-effective method for the poor and rural households. The studies from China, India and Nepal show that the IC application can help rural households to get information to cope with climate change, improve water management and cost recovery, increase water and energy using efficiency and benefits.

It is quite necessary to develop user-friend smart system for promoting ITC technology in rural area. Enhancing capacity building and training and after-sale service are key elements for the sustainable use of ITC technology.
