I think, use of IC cards for regulating groundwater is the most promising technology for countries like India, China and Bangladesh. Although, every one talks about over exploitation of the groundwater but due to the vast number (millions) of wells, it is manually impossible to monitor and regulate their exploitation.

Thus, besides, policies, acts and regulations, we need technology for transparency and accurate accounting of the groundwater resource.

Application of IC card in groundwater irrigation management can benefit of water-saving, energy-saving and increasing agricultural production.
